PGF QUALIFIED RULES OFFICIALS
According to R&A guidelines, a Level II individual is not an official Referee or Rules Official. However, compensations and designations may vary from country to country. Only individuals who have qualified through the TARS (Tournament Administrator and Referees Seminar) can serve as a Tournament Director or Chief Referee.
In few cases, due to limited resources, the Committee with approval of the National Federation may appoint a Level II individual as a referee in the absence of a TARS-qualified official. However, if a higher-level referee is available, the National Federation must prioritize selecting a Qualified Rules Official.
